Evaluation And Analysis On The Working Level Of Party Building In Cangnan Grassroots Community--Based On The Survey Of Residents’Satisfaction

Community is not only the important social governance unit, it is also the main carrier of grass-roots party building. In the process of integration of urban and rural construction, the problems urban and rural community governance faced are more and more complicated. Therefore, strengthen community party building work and play its role is an important way to promote the work of community governance.In order to more effectively promote the community governance work, and improve the working level of community party building work. Firstly, this paper constructs the evaluation index system of community party building work, and determines the weight of each index by the application Delphi method and judgment matrix, based on the theory of public governance, the theory of customer satisfaction, the theory of grass-roots party building, and the application of AHP, according to the demands of community governance on party building. This system includes5two level index including organization construction, work performance, work mechanism, team construction and mass identification indicators,13three level index including party organization construction, community service, system construction community workers management and so on, and40evaluation factors including the team of community party organization unity, community party secretary specialty and so on. Secondly, This paper evaluates and analyses the party building work in Cangnan grassroots community using the system it construct, based on the data of interview of87communities and satisfaction survey of656residents. It shows that residents are quite satisfied with the working level of party building in Cangnan grassroots community; however, they still are not satisfied with the coordination mechanism of party building, construction of community co-governance pattern, construction of community worker team, management of party members, party service and culture. Therefore, it uses Tobit stepwise regression methods to find out the key factors affecting the level of community party building, taking community party building as dependent variable and taking community party branch number as independent variable. The result shows that the per capita net income, the number of social organization with million people, the number of social work, the number of college party member, the number of million social wokers, the number of party branch, the number of social organization and the average size of party branch are significant influence on the level of community party building. Lastly, according to the analysis and the development of community governance, this paper puts forward some advices to improve the level of party building work in Cangnan community, which including optimize community party organizations, carry out regional party building, strengthen construction of community workers team, strengthen the management of party members, construct management pattern of multi-party participation and collaborative governance, carry out government public services, promote community cultural fusion and guide the construction of community social organizations.
