Shenzhen municipal government after30years of reform and opening up, has made remarkable achievements, but also faces many practical problems, such as requiring rapid traditional government management mode can not meet the economic development, public sector inefficiency and other things. The current public sector institutions are overstaffed, inefficient work is the key point of institutional reform, this paper considers human resource outsourcing this new management model can be implemented to reduce management costs, improve work efficiency. Outsourcing human resource outsourcing is just one, referring to some of the simple repetition of the public sector, the management of non-core transactional work commissioned a professional outsourcing service providers to manage. Shenzhen based on the current reality of public sector implementation of human resource outsourcing is first in Shenzhen30years of reform and opening-depth development of the market for the public sector human resource outsourcing provides a prerequisite; secondly, human resource outsourcing trends in nationwide; the final ruling idea is to change the government, and the practical requirements of Shenzhen unique social environment.In this paper, the Shenzhen public sector human resource outsourcing is the title of the new public management theory and public choice theory, pointing out the practical requirements of Shenzhen unique social environment is based on the reality of human resource outsourcing, through the Market Supervision Administration of Shenzhen Case Study, pointed out that the reasons for the current problems and issues exist in Shenzhen to produce human resources outsourcing, and proposed some suggestions for the current Shenzhen public sector human resources outsourcing, has a strong practical and theoretical significance.The main contents are as follows:The first chapter describes the background and research topics of significance, the main content of the paper, the technical route of this article. The second chapter, the paper discusses the basic theory of public sector human resources outsourcing, mainly on the core ideas and key concepts of public choice theory and the new public management theory is summarized to provide a theoretical basis for further study of this article. The third chapter, the Shenzhen public sector human resource outsourcing realistic basis. First analysis of the new civil service classification Shenzhen exploration management, the introduction of civil service appointment; then discusses the realistic basis Shenzhen public sector human resource management outsourcing; secondly summarizes the advantages of government human resource management outsourcing. Finally, the risk of human resources outsourcing Shenzhen analyzed. Mainly in the external environment, outsourcing providers and the government itself in three aspects.
