On The Construction Of Service-oriented Administrative Culture

In the Nineteen eighties, China has inevitably involved in the tide of worldwide service type government construction, Construction of service-oriented administrative culture caused the high attention of our government. In fact, as early as the beginning of the twenty-first Century, some coastal city in China has been the first pilot city of service-oriented government, and achieved certain results. In2005, the construction of the service-oriented government is written into the government work report at the third meeting of the tenth session of the people’s Congress, thus building a service-oriented administrative culture really become the will of the state. However, the service administration culture construction is not everything is going smoothly. The problem restricted the construction of service administration culture has gradually exposed, and hampered the pace of development of service-oriented administrative culture. This paper uses the method of historical analysis, system analysis, comparative analysis and social research, through the definition of service-oriented administrative culture, this paper research the status quo of service-oriented administrative culture, to discuss the problem of our service administrative culture, analysis and mining the deep-seated reasons of the emergence and existence, and puts forward several suggestions, in order to promote the construction of service-oriented administrative culture.This article is divided into five parts. The first part is the introduction, introduces the background and significance of the topic, and the domestic and foreign research situation and research methods. The second part is the definition of service-oriented administrative culture and the meaning of constructing service-oriented administrative culture. The third part is the analysis of the status of China service administrative culture development, including the achievements, limitation and the analysis of the status quo. The fourth part is proposing the countermeasures for constructing the service-oriented administrative culture, for striving to construct the administrative culture that as serving the people as the administrative values and as open, transparent, efficient, honest, innovation as the goal. The fifth part is the conclusion.Service-oriented administrative culture is the new culture that our government, society and people’s urgent need in the present situation. It represents our government constantly improve their work style, to keep up with the times, the pioneering spirit and innovative courage; It represents the society is to realize a new look and harmonious atmosphere. It needs the administrative subject and the administrative relative person for constructing a service-oriented administrative culture, and even the whole society work together. Administrative spirit culture, administrative system culture, administrative behavior culture and administrative material culture are the indispensable four elements to construct the service type government, they are the parts that closely contacted, interacted and promoted each other. The rule by law, open, fair, work, democratic, honest, learning, innovation is the target of our service administrative culture pursuing.The innovation of this article is the hysteresis of administrative culture. It expounded the "time difference" of administrative culture’s development from the whole of administrative culture and its every parts.
