A person can’t survive without integrity as well as a country won’t be strong without credibility. Honesty is always been regarded as the most important virtue since ancient times. It also consists one of the features of socialist harmonious society. However, at present the whole social credibility situation is facing a huge problem. Cheats and dishonesty is putting on a show. Meanwhile, some dishonesty behaviors like corruption and negative administration of the civil servants have been exposed recently, which catches the eye of the society.Shanghai is the national financial center. With the opening of Shanghai free trade zone, the frequent trade among the world is flooding. Shanghai has transferred into an international financial center which makes the civil servants of shanghai not only present the Shanghai municipal government but also present China government. Whether they are honest or not, will affect the image of the government and also the society honesty situation. Unfortunately, there are certain amounts of shanghai civil servants present dishonest behavior. They show weak will in front of the money and power, which has put a bad influence on government image. Hence, the paper takes civil servants from grass-root government as example, applying literature research method and comparative analysis method, to study the construction of Shanghai grass-root government civil servants honesty. Point out that system arrangement and ethics education is the key.This thesis is divided into four parts without the first part(Introduction).The second chapter analyzes the concept of system ethics and civil servant honesty construction. The suitability between system ethics and credit construction as also discussed, which lays a solid foundation for the thesis.The third chapter introduces the current situation of shanghai grass-root government civil servants credit construction. By taking Pudong district, Yangpudistrict and Xuhui district as examples to showcase the current methods andachievement we have adopted and gained. Followed up with the introduction of thephenomenon of dishonesty behavior and analyze the reason. It covers civil servantspersonal honesty ethics system failure, social honesty ethics system failure andcurrent system arrangement failure.The fourth chapter paper introduces the experience from United Kingdom,Denmark and Singapore to conclude some useful management methods to enhanceShanghai credit construction.The fifth chapter proposes the solution. We can firstly build up a tracking systemincluding the enrollment, credit data base and credit assessment system. Secondly,we should combine the rewards and punishment system with education to help toturn honesty theory into inner drive. Then we should build up the supervision systemto fully supervise the servants. Finally, we should strengthen the legal construction toenhance the civil servants honesty behavior.
