Report of18th National Party Congress pointed out that:"Anti-corruption and constructing clean politics is the distinctive political stand always adhered to by CPC and the major political issue concerned by people". Anti-corruption campaign is a serious political struggle, and also the contest between culture and morality. The deepening on the construction of Party conduct and of a clean government must have the vigorous support of incorrupt culture. Culture is the important symbol of social development and progress, and the important embodiment of comprehensive national strength. The concept of "cultural soft power" has been gradually accepted in a worldwide scope for describing the cultural influence of one country. Incorrupt culture is the important component of cultural soft power of one country, and its promotion and dissemination have important significance and value. Rural area is the important position of the construction on culture of clean government, and its success or failure has important role in promoting the implementation of various state policies and boosting social harmony and progress. Especially, in the construction of new countryside, the construction on culture of clean government plays a decisive role in promoting the construction of Party conduct and a clean government in rural area, the construction of democracy at grass-root level, consolidating the ruling foundation of Party in rural area, and promoting various aspects of economic prosperity and development in rural area. China has entered a new historical stage in building a moderately prosperous society and speeding up the construction of socialist modernization.
