The system of selecting and appointing cadres is an important research content of thepublic human resource management in our country, to promote the self development,optimize the allocation of human resources, promote economic and social development, toconsolidate the democratic political system, to guarantee the basic rights of citizens hasimportant significance in realizing the fair. At present, the researches on this issue from theperspective of management results is less, and the organization and personnel work withactual practice is more rare, so that in the selection and appointment of cadres is not clarifysome basic problems in theory and practice, to produce some negative influence, it isnecessary to study in theory. Mainly take the cross discipline analysis, comparativeanalysis, theoretical and practical analysis, the dialectical method of analysis, the thesisresearch always. Through the research, scientific human resources management theoryreveals the incentive and strict management oriented control two dialectical guide, officialselection and appointment process from a different point of view, is the incentive measures,but also management control measures at all times and in all countries, formed the rich andcolorful official selection system, the selection of cadres appointment system after therevolution Chinese characteristics in each period, construction and reform graduallymature and perfect, especially the party’s eighteen big later had new development again,accumulate a series of valuable experience.
