Study On Chinese Child Welfare Service Mode

As the initial stage of life, meeting the various needs of childhood relates to the future development of the whole country and the progress of society. Therefore, in order to meet the increasing needs of children, countries have evolved a series of children’s welfare models, which mainly exist two models which are called residual child welfare and generous child welfare in modern society. These two modes are both development stage of child welfare, there is no problem between them replace each other, but on the basis of a model for further development of the former. Since China has not yet entered the ranks of developed countries, to realize the difficulties of generous child welfare," moderate generous child welfare " came into being, what’s more, a lot of problem has cropped up.Thus, the article select the type of transition from the residual model to moderate generous child welfare as a research topic, and then conducted a series of surveys and studies. The article mainly uses field research, literature review and comparation to demonstrate the need for change, firstly, the article summarizes the classic works of literature at home and abroad, to tease out the frontier attitudes towards residual child welfare and moderate generous child welfare; then do a summary of development of the child welfare system in our country in nearly70years, know about our children welfare development in the past and present; and then, selected three different levels of economic development of the region to survey the empirical analysis, based on interviews and questionnaires, analyze the situation, summed up the three child welfare development model, find around vital problems, analyze the feasibility of developing an appropriate moderate generous child welfare; then on the basis of four aspects, to demonstrate whether we need to change,and finde the necessity and the reason to change. At last findng out the solutiongs and the direction of development.
