Mineral Resources Development Ecological Compensation Legal Studies In Guangxi

Guangxi is the largest resources, mineral resources development and the continuedgrowth of our country’s economy plays an important role in pillar andthesafeguard.However, due to the lack of a sound legal system, management system of the chaos and uneven distribution of interests, lack of the ecological compensation mechanism is not perfect and even leads to the deterioration of the mining area environment in guangxi, landslide debris flow and other geological disasters, seriously hindered the sustainability of the environment and the economic development of guangxi.Therefore, the author thinks that, through legislation to improve the system of ecological compensation of mineral resources in guangxi, guangxi is the essential choice of the economic and environmental benign development.This paper first analyzes the definition of ecological compensation, to the mineral resources ecological compensation legal connotation defined, and from ecological environment value theory, the economic externality theory, sustainable development theory to analyze the theoretical basis of ecological compensation.Secondly, based on the relevant condition of mineral resources development ecological compensation practices at home and abroad is analyzed, summarized the foreign successful experience and enlightenment.Again, in combination with present situation of guangxi mineral resources development ecological compensation, analyzes the problems existing in the exploitation of mineral resources in guangxi ecological compensation.Finally, combining the reality of guangxi as well as the successful foreign experience puts forward through perfecting legislation, set up multiple channels of ecological compensation of mineral resources, and improve the mechanism of coordination between government departments, establish the public participation system to perfect the system of guangxi mineral resources development ecological compensation.
