Civil servants is an unique group with IDs of both citizen and national staff who wanttheir civil rights could be fulfilled, while such rights have to demise to the governmentwhen they performing official duties. Commonly, it is difficult to imagine the civilservants’ rights could de damaged, while is even harder to imagine they could not berelieved in a perfect way(they are national staff, in usual standard, which means strongclass of society).The rights will be discussed in this article is not the common rights of their citizenID, but the rights of their national staff ID, which includes transferring, promotion, etc.,and other legitimate rights. In reality, infringement to such rights often happens, butmany of the civil servants select to keep silence after questioning the upper leaderwithout further result, and little parts of them even ignore the basic demurrer and totallyaccept the treatment decision. So, such infringement goes to be covered. Meanwhile,protecting system of civil servants’ rights only has basic legal provision, which is notdetailed, and also, belongs to the internal procedure of administrative organs. Therefore,protecting their rights in judicial procedure goes to a dark corner. Overall, both formaljustice and entity justice can’t be guaranteed.With the improvement of civil servants system in further exploration, and morestringent restrictions about civil servants appeared recently. The legal protecting systemof civil group goes to more and more significant. Civil servants in our nation classifiedto different sorts, correspondingly, the way of protection shows distinguished paths.Generally, appeal and accuse in internal organ are main channels to solve thecontroversy. This article prepare to elaborate, and, give some designable suggestionsabout current civil servants’ rights protecting system.
