The positions of board secretary in many Chinese companies are created to meet regulatory requirements, therefore the virtues of the System have not been fully realized. To cope with the current problems, this article proposes reasonable solutions. The research of the System represents a new topic in the field of corporate governance, and has significance value, theoretically and practically.
