In the farmland conversion transfer process, the localgovernment directly facing farmers, plays an important role in the process of land conversion, localgovernment behavior in farmland conversion process is directly related to urban and ruraldevelopment as well as new process of rural construction. After the reform and opening up, alongwith the devolution of power, phased implementation to promote the financial system, the localgovernment has its own action space, capacity, and produce an independent motivation to becomerelatively independent actors and stakeholders. Between the central government and the localgovernment is no longer a simple administrative affiliation, but has become the subject of thegame, such as having to pursue different interests, local government is no longer just blindly followthe central government instructions act as the selection criteria, but From the vantage point ofself-interest to understand and implement the central government’s policies in order to maximizetheir own interests can be achieved. China is in a stage of rapid urbanization, theland will accelerate the rate of non-agricultural events in this process farmers’ interests are infringedupon frequent occurrence in recent years into the process of non-agricultural land (land acquisition)caused major social conflicts more and more, the smooth progress of urbanization and socialstability had a serious impact. Improve the system of agricultural land, non-agricultural land in theprocess of distribution of benefits and the process of land conversion behavior of local governmentsand other issues attracted the attention of more and more experts and scholars. The first chapter is an introduction to analyze the purpose and significance of the topic, currentresearch, research methods and content and innovation aspects.
