Study On Chinese Police Mechanisms Reform

With the reform and increasingly development of our society, China’s socialmanagement mechanisms was continuously being improved in order to meet the needsof social development. As an important part of the state administrative organs, judicialauthority, and also an important component of our social management mechanisms。The duties of the public security organs are duty to "fully consolidate the ruling statusof the Communist Party of China, effectively safeguard national security and stability,to improve people’s sense of security." Now, with the continuous economicdevelopment, social progress, information on the level of progressive development, theemergence of many new security problems, inter-regional, continuous phenomena suchas more serious the crime, aggravating the difficulty of public security work. Publicsecurity bureau and its police mechanisms need continuous reform to boostharmonious social development and enable long-term stability of the country witheffective public order management, severely crimes punishment, and eventuallycomply with the development trend of the times.This paper starts with the concept of police mechanisms, elaborates theclassification and characteristics of Chinese police mechanisms reform. Learning fromthe experience of police mechanisms reform outside Henan province, especially themeasures and achievement gained from reform in Liaoyuan of Jilin province, Daqingof Heilongjiang province, Shanghai, Shenzhen, and Fujian.To boost social management innovation, since2010, henan provincial policebureau began to reform police mechanism. After the reformation,18cities’ publicsecurity bureau branches are all changed into police stations，and police stations arechanged into comprehensive units with “blow, prevention, management, control，service” functions. And flat comma system has been initially built, the greatest degreeof compression of the existing police went to the police station.This article focuses on the general situation, measures, and effects of Henan policemechanisms reform, and analyzes the reform trial during the process, then made suggestions to Henan police reform, which might inspire the following Chinese policereform later on.Through an in-depth and comprehensive analysis on the first large-scale policemechanisms reform within a province, this paper sums up the efficiency andinadequateness of police mechanisms reform in Henan Province, and of greatsignificance for us a profound understanding of the problems of our policing model,clear focus and direction of the police reform of the mechanism in the future.The end ofthe paper made a simple summarize and generalize, be made to some think and suggestreforms,hopes to provide a feasible reference for other provinces regarding the policemechanisms reform.
