With the deepening of reform, interest subject and interest structure are developing towards diversity, and variety of contradictions and new situations and new problems emerging in the development of multiple, new situations and new problems appear constantly, especially in recent years, because of the land requisition, housing demolition, environmental pollution, the grassroots cadre corruption, there is more and more grass-roots letters and visits. the form become more hasten is intense, the collective petitions, leapfrog petition visit, repeated petitions, such frequent disorder petitions behavior caused serious problems to social stability and harmonious development. and this is the basic problems that grassroots government must strive to solve. The petition work especially grass-roots petition work still have problems such as passivity and low efficiency. There are many problems in the work need to be solved urgently.As a result, summarizes the practical research work, analysis the problems and causes of grass-roots petition work, come up with countermeasures of the grass-roots petition problems have vital significance on promoting the grass-roots petition work and building a well-off society in the new period. This article is based on the above consideration, develop specialized research, studied the complaint reporting problems at home and abroad, from the microcosmic view, take T county which has a large population in the south of Henan province and lot of letters and visits work as the specimen, use tools such as the combination of qualitative analysis and quantitative analysis and case analysis methods, systematically analyzes the current problems of T county petition and theoretical perspective. This paper taking T county as an example, basing on the study of complainant’s letters and visits and department of letters and visits, discusses the necessity of the research on T county grass-roots petition problem, summarizes the characteristics of T county letters and visits work and existing problems. Because of the social environment, institutional mechanisms of letters and visits work, the democracy at the grassroots level, the complaint letters and visits system innovation is not enough, there are more and more collective petitions, leapfrog petition visit, repeated petitions. On this basis, there also emerged a group of professional petitioners, which not only threatens the grass-roots letters and visits management work, also affected the social stability. On the investigation and study of T county’s letters and visits and the complainant, found that the fundamental way to solve the problem of letters at the grass-roots level is to eliminate the obstacle of the complaint reporting systems and mechanisms, establish a scientific and perfect petition work mechanism and system, innovate the letters work method, strengthen the democracy and work style of cadres at the grassroots level, at the same time, foster awareness of the rule of law, regulate the behavior of the crowd in accordance with law.
