The decisions of the undertakings concentrations are made by the anti-monopoly law enforcement agency that according to the substantial and procedural system after the review of undertakings that declare concentrations. The reason that the Ministry of Commerce reviews the declaration of the undertaking concentrations is that it is the inevitable product of the development of market economy, and it has both a positive role and a negative impact on a country’s economic development.Through the analysis of the form and content of the decisions of the undertakings concentrations, we can see that there are many shortcomings in both structure and content of our country’s decisions at the present, they must be improved and perfected.The most important measures to improve the quality of the decisions of the undertakings concentrations is made these decisions perfected, such as clearing logical structure of the decisions, refining the contents of the decisions, weighing the evidence of the decisions, announcing the contents of unconditional approval centralized decisions,etc. The decisions of the undertakings concentrations are on the basis of the substantive and procedural system of undertakings that declare concentrations. So the improvement of the quality cannot be separated from the perfecting of the system. The anti-monopoly law and the relevant laws and regulations are still principled that provide for the substantial and procedural system. The specific measures include clearing the review standard of undertakings concentration and improving the review procedure. Otherwise the improvement of undertakings concentrations’ quality also relies on some other measures. The main method is to deploy additional law enforcement officials, to improve their professional skills and law enforcement abilities and the public consciousness of supervision, etc.
