The Research On The Ecological Governance Mode

Since the reform and opening, the social productivity of our country has increased significantly,economy has developed rapidly, and our living standards have improved obviously. But the rapid economicgrowth has brought great pressure to the ecological environment, especially the development pattern ofincreasing the immediate interests at the expense of ecological resources,which severely restricts thecomprehensive, coordinated and sustainable development of economy.it is urgent to strengthen protectionof the ecological environment.In response to the increasingly serious ecological crisis, our party andgovernment actively adopt a series of measures.Meanwhile write the "ecological civilization" into theparty’s report,it signifies the ecological civilization construction has been risen for the national will.The key to construct the ecological government is to build the ecological civilization. In2006,professor Huang put forward the concept of "ecological government"creatively,which gradually have beenattracting the attention of scholars. However,there are less academic research and practice experience up tonow.In order to enrich knowledge system, promote the development of the theories of political civilizationand service oriented government, this article systematically studies the ecological governance mode in ourcountry from the perspective of governance model,to provide guidelines for transformation of governancemodel.This article is divided into seven parts. The introduction part briefly introduces the background,significance, research status at home and abroad, research methods, framework and innovative.The firstchapter clears the research clue of this article and lays the foundation for next parts through analyzing theconnotation, characteristics and constituent elements of the ecological government. The second chapteranalyses the externality of public goods theory and the theory of ecological politics,aiming to deepen theunderstanding of the ecological governance mode, to provide theoretical guidance for construction of theecological government and transition of the governance model.The third chapter is mainly to expound thesubjects and their relationship.Emphasizing they should strengthen mutual cooperation. The fourth chapterclears the development direction and the transformation route of the ecological government pattern on thebasis of learning the target system of the ecological government.The fifth chapter discusses the government responsibility of ecological government governance mode.It is important to take active measures such asearnestly implementing the concept of ecological civilization, strengthening the ecological managementfunctions, improving the ecological administrative mechanism and so on. The sixth chapter introduces thesecurity system of the ecological government.It is necessary to improve the legal system of ecologicalmanagement and to build the ecological government performance evaluation system,so as to promote theconstruction of ecological government, to improve the relationship between economic development andecological environment and to realize social development comprehensive, balanced and sustainable.
