| Issues of agriculture, rural areas and farmers are always critical to the party and state although the economy has been rapidly developed due to the reform and opening up with30years. The problems of urban-rural dual economic structure and serious urban-rural gap become the bottleneck which restricts the development of economy and society. The idea of urban and rural integration is born at the right moment under the situation described above."That to solve the Issues of agriculture, rural areas and farmers is the most important and the urban and rural integration is the basic solution" was indicated by the report of18th Party Congress." More efforts must to be done to balance rural and urban development, to increase development vitality of rural regions, to shorten the gap between rural and urban regions and to promote co-prosperity of urban and rural......new relationship with urban and rural integration of workers and farmers as well as urban and rural should be formed by prompting agriculture and rural area through industry and city, bring mutual benefit". The administrations of all regions should well think about how to break public service products supply for urban rural dual structure and how to solve lack of public service in rural area during the process of construction of public infrastructure and new rural building. Although the establishing mode, operating mechanism and structure building of national rural communities differ from each other, they are all focus on developing new type rural communities service system and strengthening the construction of rural communalization public service. Rural public service communalization construction is the mode, manner and process of optimizing the public service resources in order to meet all kinds of demands of rural residents. Establishing rural public service communalization can break the prior dual structure of public service and introducing "community mechanism" to allocate resources which will help to solve the problem of public advantage which is the most realistic and direct as well as concerned to rural residents. Transmitting public resources to rural area and balance national rural public service can effectively worked out by establishing rural community as the basic unit by which the public service can be supplied. The working mechanism, achievement and difficulties of Zhucheng rural communities were summarized and analyzed in this paper and the related suggestion as well as countermeasure were given based on related comprehensive theory and experience about rural communities construction at home and abroad, taking Zhucheng rural public service communities as research content, applying the lately theory of public service, product and choice as well as literature collection and study, comprehensive analyzing and investigation method.
