With economic globalization, regional integration, industrialization, urbanization and other aspects of development and progress, increasingly complex cross-border public affairs continue to highlight. Central and local government authorities under the system need to deal with more complex transactions more than ever, a large number of failures appear under the perspective of traditional public administration system. Government by a single administrative region(Such as education, culture, economic development, etc.) face turned to face the complex problem of inter-departmental, inter-regional affairs issues(Such as river basin issues, environmental protection, transportation planning, etc.), its scope and governance have also been redefined, Government must combine business, civil society, etc., a wide range of integrated forces to deal with the complex and volatile external environment, to improve the ability of public services.In the perspective of Cross-boundary Governance theory, as a typical representative, River Basin Governance with cross border externalities, indivisible public, political, hierarchy, etc. Sum up, river basin governance has developed to cooperative management from the fragmented administrative region to respect the natural properties of river basin,From the multi-sectoral split management or single department unified management, to in a sector-led and multi-sectoral collaboration management of the combined model of development. But different range of river basins exhibit different emphases after combined with the corresponding political system, economic system, social development and other factors, in this paper, in the case of governance practices of Huaihe River Basin, Shandong Province,"a river lakes", Jinan city river, from the domestic inter-provincial domain, not inter-provincial bur cross-city, city and county within different areas of three levels, to analysis the plight and means of our country in dealing with river basin this kind of public issues, study structure, policy instruments and institutional arrangements of river basin issues, then summed up Chinese river basin governance model showing a significant difference in the level,at the macro level is the agency-level management and control model under the control of the central, at the meso level is mainly for the local government coordination model under the control of the provincial government, at the micro level is level evaluation model under the municipal government. Overall, the reality of our country determine the Chinese river basin governance is still based on government-led, showing some of the features, such as a high degree of dependence on the level of organization, poor coordination, the autonomy of social organizations and participation civil society, it also reflects the limit of Cross-boundary Governance theory in the application.In clarifying the institutional environment of China’s government, be considered for Chinese river basin governance model on the whole, that The central government has a role to guide the overall, almost rely on the leadership of the CPC Central Committee’s high driving, In multi-level governance and multi-attribute governance combine together to achieve the goal of river basin governance, whether the policy step by step process of decentralization, or the division of labor coordination process. As multiple subjects together to achieve institutional framework for water resources management, if the river basin governance model want to ensure sustainable, needs a systematic mechanism to be protected. This paper carding a frame of hierarchical model of governance mechanisms, market-based governance mechanisms and partner type governance mechanisms, trying to use our professional background and logical analysis for the practitioner to clarify the limitations of ideas, then looking for a more effective solution.
