The Governance Study On The Mass Incidents Caused By Environmental Contamination In View Of The Agenda-setting Theory

The study based on the theory of Agenda-setting and the research methods of Case Analysis, Policy Analysis, Interest Analysis and Document Research is regarding the mass incidents caused by environmental pollution as its subject.Firstly, apply the analysis approach of problem-construction to focus on the triggering backgrounds of political, economical and technological in the Shifang Incident as well as its context and result, the analysis approach of behavior analysis on the driving force, related interest groups, policymakers, policy implementers, mass media and general public, and then results in defining the nature of the incident.Secondly, according to an integrated frame of agenda’s progressing, including specific periods from social issue’s formation, local public agenda’s formation, general public agenda’s formation under the diffusion effect caused by media agenda to enter into government to form governmental agenda and decided agenda.Subsequently, consider that the reason for the issue are short of transparency in governmental agenda, obstruction between public and governmental agenda, government’s suppressing conduct toward public agenda and piloting public opinion by media agenda.At last, the study indicates that the basic level governments play key roles in governing the issue and the critical path is to improve the public ability of directing participation into public affairs. Therefore, in order to linking public and governmental agenda smoothly and keeping interaction flexibility, the basic level governments need to propel public participation through setting up ideas, improving operation mechanism and effective management, consequently, avoiding the trigger of the mass incidents caused by environmental pollution and keeping a harmonious, stable and sustained-developed economy and society.
