The Role Of Shanghai In Comprehensive Strategic Cooperative Partnership Between China And Russia

Subnational governments are in the position of being taken as actors in international relationship. China and Russia, the two countries are close neighbors. Since the establishment of a direct relationship between these two countries, so far it has gone through more than three centuries. During the over sixty years of the establishment of diplomatic relations between the two countries, especially the establishment of strategic cooperative partnership between China and Russia, relationship between these two countries have been promoted a lot and we have witnessed unprecedented development. While Shanghai, as China’s largest city, and also a pioneer in economic development, it plays an important role in the development of friendly relations between the two countriesThis article mainly takes "Paradiplomacy" Theory as the researching perspective, to discuss the role of Shanghai, a subnational government, in Sino-Russian relationship, and also to explore the role of subnational government in external exchanges. After a brief introduction of the Sino-Russian relations and the role of Shanghai in China’s international cooperation affairs, the research is conducting based on cases of different kinds: from the economic "low politics" to the non-economic "low politics" and so on. Then, the conclusion is made upon this theory, that the functional paradiplomacy of the subnational governments can be divided into three parts, they are economical function, cultural function and the function of being a platform. The important role of Shanghai in the friendly relations between China and Russia is the argument of this research, and is also the best interpretation and explanation of what the article is discussing.
