Research On Administrative System Reform In Binhi New Zone Of Tianjin City

Tianjin Binhai New Zone has been on the state agenda, hence, the defects of coordination and plans in program, proposals for investment, environmental management, social management between the former administrative region and economic function districts have been highlighted. It is necessary for New Zone to quickly promote administrative system reform. Binhai New Zone starts with adjustment and emphasizes on the integration of management and service of urban area, function area and towns to form a whole set of administrative system reform scheme for accumulating experiences for regional governance in China.Although the administrative system reform in Binhai New Zone achieves positive progress, it is in transition period. The reform of the former administrative system shall attach importance on space integration and convention integration, and the function integration and process assembly has not been completed. The administrative system reform is pervasive, hence, the underlying and complex problems are gradually emerged and it is hereby arduous to deepen and improve administrative system reform.This paper aims to conclude the achievement of the reform through the research and analysis of administrative system reform in Binhai New Zone, discusses its principal contradiction and underlying reasons by applying administration science and political theory and proposes improvement methods and countermeasures to provide reference for the overall adjustment and system reconfiguration in government functions, organizational structure, administration mode and operating mechanism in Tianjin Binhai New Zone.
