The personnel reform of China’s public service unit is promoted actively at present. The development of new period ask for higher requirements in the personnel reform of public service unit, in order to comply with the new requirements, the personnel recruitment system is also in the reformation. With the development of market economy, the personnel recruitment in public service unit which oriented in equity, transparent and merit-based, has obtained good results. But in recent years, there are some problems in the personnel recruitment of local public service units, such as internal recruitment or tailor-made recruitment, which only focus on the children of public service unit clerks. Those problems make negative influence on the public trust of public service unit personnel recruitment; also restrict the public service unit talent optimization. How can these local public service units go against the market-oriented personnel recruitment system and even evolve into one kind of informal rules which is long-term and stable?Based on the theory of new institutionalism, this article summarizes the policy change process of public service unit personnel recruitment, analyze the national logic in institutional change. Under the value guidance of fair, justice, competition and merit-based, put personnel recruitment system reform of public service unit into practice from top to bottom, while the mandatory institutional change has been carried out, autonomy space has also been given to the local public service units so that potential obstacles can be eliminated. Mandatory institutional change and autonomy policy practice both help to understand the informal rules and the logic behind in the personnel recruitment of local public service units. Through a case study on one of the local public service units, this article analyzes the informal rules and the logic behind in the personnel recruitment institutional change. The reason may lie in the unclear property rights system which may lead to property owners’cognitive bias and the privatization of public interests in property agents’ group. Also, the obscure rules in formal institution cause the soft constraints. There is one kind of path dependence in the institutional change which may bring the inertia to organizational behavior, so long-standing abuse of traditional personnel recruitment system can infiltrate in the new organization system. Under the influence of various factors, internal recruitment and tailor-made recruitment can exist with the formal system of open recruitment. In the end, this article put forward the methods in how to consummate local public service units’personnel recruitment under the perspective of new institutionalism.The characteristics of this article mainly manifested in the following two aspects. On the one hand, the analysis of informal rules in public service units’ personnel recruitment is based on the dynamic process of institutional change. One the other hand, the solutions come from the case study. Through the research on local public service unit’s personnel recruitment practice, mention the advices to solve the problem.
