Since the Third Plenary Session determine since the reform and opening policy,China’s political system is a dual transition period of social transformation andinstitutional transformation, economic construction has made great achievements,greatly enrich people’s material; diversified social development, people’s interestsdemands also showing diversification characteristics. With the advent of theinformation age to the network as a symbol of the new channels become increasinglyimportant in the expression of the interests of the government and citizens to respondto the demands of the process. Faced with an increasingly complex social change,citizen interest demands diversification, diversification of channels of expression ofthe government’s response to the performance of a higher standard, the governmentmust have the ability to promptly take the initiative to respond to the demands ofdiverse interests of citizens. However, in response to the practice of our government,there is no response, the selective response, can not fully respond to other issues.Construction Responsive Government to improve the effectiveness of theGovernment’s response is an important breakthrough in the current governmentreform.In the Government’s response to the process of our country, there are two mainways to respond: One is a formal response, and the second is an informal response.Formal response to the Government’s interest demands that the government respondto citizens and society through legislative style, procedures, open the way to respond,respond with a relatively informal government refers to the government throughnon-legal procedures, non-public and non-subject qualified to respond to the wayrespond to the aspirations of citizens and society. Informal presentation of ourgovernment in response to the Chinese government to respond to the process of the"double-edged sword" effect, which is mainly active broaden the channels andimprove the Government’s response to citizen participation; its drawbacks are mainly reflected in its problems among That response distortion, as well as respond tooverloading and conspiracy and other issues involved in the explosion. Government’sresponse to the inadequacy of our main formal and informal response to theGovernment’s response to more than a feature, which is composed of two reasons forthe decision.
