The Research Of China’s Progressive Political System Reform

Since the Third Plenary Session of the11th Central Committeeof the Chinese Communist Party of the history shows that China’spolitical system reform is a gradual reform road. The strategy ofgradual political reform not only achieves the political and socialstability in China, but provides a strong political support for theeconomic take-off. This article mainly uses the comparison researchmethod, the theory of political transition and gradual theoreticalanalysis tools to expound the basic characteristics, causes, andadvantages and disadvantages of the gradual political reform. Thefirst section mainly discusses the basic historical process of thegradual political reform, and starting from the historical facts ofprogressive political reform has four basic characteristics: stability,controllability, experimental and practicality. Mainly used gradualdecision theory analysis tool in the second quarter, there arediscussed the cause of the political reform to take incrementalismstrategy from the perspective of decision subject, object andenvironment. These reasons include the unique role of DengXiaoping, the goal of political system reform, the characteristics ofpolitical system reform, the reflection of radical political movement,the particularity of the transition period of large country, thetraditional culture factors and national psychological characteristics.The third section mainly discusses the advantages and disadvantagesof gradual political reform. This paper argues that progressivepolitical reform is not only a great advantage of reform policy, but themore benefit and the less harm. The advantage of progressivepolitical reform not only effectively maintains the political and social stability, but also provides effective control mechanism,condensed the reform consensus. But the gradual reform strategy alsobrings some disadvantages, mainly manifested in the reform to createstability refuse to change of path dependence, vested interests grouphas a tendency to solidify, superposition of old and new problemswhich resulted in increased reform resistance and so on. All in all,advantages and limitations has been brought by the reform under theprogressive political reform strategy. But to implement of the strategyof progressive political reform provides sufficient opportunities androom of manoeuvre for reform leader, makes the right balance ofreform to keep pace and strength. Thus it will reduce the risk ofsocial unrest, and lower the cost of reform.
