Basic bank accounts provide a series of transaction and payment services and connect to the affordable credit and saving services. In order to deal with the serious life crisis and the damage of accidents, saving is absolutely necessary. It can help people make a recovery and rebuild assets. During the business, transfer and remittance are imperative. It is as important as the payment services. Access to the premier banking should be a significant section of the basic human rights for it can improve the financial capability of the low-income groups and enhance their social belonging.In order to build a more inclusive financial system and ensure all the people can obtain the premier banking service easily, this article seems to endue universal service obligation on certain financial institutions. This obligation requires the financial institutions provide the above universal services to everyone, especially the banks:Banks should provide face-to-face financial services and should not refuse the right requests without good reasons at services points or affiliated agencies. When withdraw the service points or the embranchments, banks should offer an alternative service which shares the same convenience with the basic financial services and the effective training plan for services. Except that, banks should perform their social responsibilities consciously through self-discipline and strengthen their services awareness actively. The financial institutions can get a reasonable compensation through universal services fund with an appropriate proportion. Governmental supervision and market discipline play important roles during the whole process of universal service system, and financial institutions should undertake certain duties if they don’t carry out the obligations as mentioned above or fail to fulfill that.
