ABSTRACT:With the background of the integrated development of global economy, human resource management in all sectors of our society has become essential research issues. As public sectors relate to the implement and regulation of public, public sector human resource management also appears to be extremely crucial. Comparing with private sector which emphasizes profit and market share, public sector will generally regard fairness, obligation and responsibility as a prominent position, in order to ensure the steady improvement of the social welfare level. Nowadays, our current researches on incentives of public sector is sometimes inadequate, because most of them just focus on the study of state-owned enterprises, and the corresponding research of another category-civil servants exists deficiencies. In our always-changing society, the incentives which are inherited to the original cadre and personnel system has been unable to adapt to the political, economic, cultural and social environment because the spirit method maybe the most principal way to incent civil servants. So finding the highly localized and efficient incentives has become imperative to reform our political system. In this thesis, I will combine the basic national conditions and current situation, and study deeply about the classic incentives theories domestically and abroad. After a field survey for one chosen Beijing government departments, some in-depth analysis of the status of the incentives in public sector human resource management will be proceeded, so that we can find out its problems, and then discover how to improve the efficiency of our civil servants with incentives system. In the end, I attempt to provide some relevant proposals to ameliorate incentive institution from three aspects:incentive idea, incentive environment, incentive system, respectively.
