| Community is the basic unit of city management as well as the emphasis of social management. Completing the democratic autonomies of urban community and improving the system of urban grassroots management is not only the objective requirement of relieving the management pressure of the basic-government and innovating the social management modes, but also the only way leading to cultivating urban public spirit and promoting the democracy of urban grassroots. Going through the development from system of unit, to the street occupies the system, to community system, urban management system at the grassroots level in our country has establish the system of urban community autonomy and find its way of multi-governance. However, limited by the institution inertia as well as civic consciousness, urban community autonomy in China also exposed various of problems, which mainly reflected in aspects of system dilemmas, predicament of democratic participation, and the plight of operating mechanism.Shanghai is one of the cities which have explored and implemented the system of urban community autonomy at an early time. On-the-spot interview, questionnaire survey, and case studies, as well as many other approaches, have been done from the perspective of multiple governing to work out the current situation, the effect and the dilemma of community autonomy in Xuhui District, which is the main city area of Shanghai. Furthermore, the factors that give rise to the dilemma can be work out and countermeasures of optimizing the autonomy of urban community can found out by learning from foreign experience. Firstly, we should make it clearly that residents are at the center of the community autonomy and rising their consciousness of their responsibilities of autonomy. Additionally, we should improve the working organs of community and guide the community to take part in the autonomy. What’s more, it is necessary to introduce a comprehensive approach in order to make the governance structure in majorization. Last but not least, it is also needful to consummate the personnel management improve the human resource. |
