In recent years, with the development of network information technology rapidlyin the whole society and the reform of management system in our country, thedevelopment of e-government in China has entered a new period. Especially after theparty congress report put forward higher standard for public service in China, andaccelerate the reform of administrative system for the first time, the governmentbegan from control type government to service-oriented government, the importanceof electronic public service development is more and more highlighted. The main andthe most basic part of e-government is the government electronic service, at the sametime, the development of the electronic public service also can promote the change ofgovernment functions. Therefore, we must promote the development of electronicpublic services.The development of the electronic public service may prompt our governmentswitch from "controls" to "service", and is helpful to the government’s optimizationprocess. At the same time, the electronic public service benefits to the raise of thegovernment’s ability of service, and it is also convenient for people. However, withthe government’s ability of public services improving and the government’s sitepenetration gradually increasing, the electronic public service of our country is alsofacing a lot of problems, Such as: the government information publicity inadequate,political inefficiency of people online interactive, online handle affairs ability is weak;the sharing degree of information resources is low, websites service efficiency is nothigh, the public satisfaction is low; E-government management ability is low, thequestion of website construction’s regardless of significance is highlighted.In addition to the objective cause of these problems, mainly is a question ofsystem and conception, As the government electronic public service system is notperfect, lack of management does not reach the designated position, as well as thegoal is not clear and so on.In this paper, consider with the actual situation in our country, aim at the problemof electronic public services in China, I try to explore how to realize the developmentof the electronic public service better from the Angle of management, Differs from thetraditional theory of objective management, this paper puts forward the electronicpublic service targets at the same time, a detailed analysis of the implementation oftarget management in electronic public service condition and foundation. I studied onhow to achieve the goal, and proposed three floors of path to realize the objective ofelectronic public service.Finally, in order to guarantee the realization of the goal, we also need track theprogress of the target. From the viewpoint of management by objectives, electronicpublic service can not only improve the enthusiasm of government officials and workefficiency, also can reduce the cost in the course of the construction of electronicpublic service, so as to better promote the development of electronic public services.Goal is the driving force of all research or practice, therefore, from the perspective ofmanagement to study the electronic government public service is of great realistic significance and research value.
