In the process of the world economic integration, there is one type of importantform which means two or more than two countries sign an agreement then become acustoms union. Such customs union helps the allied countries to implement the unifiedforeign policies, expand bilateral trade effects, cancel the customs tariffs between eachother, establish a unified economic zone, protect the interests of the national economy,and resist the impact from the third countries. With the rise and the development ofregionalism theory, great changes have taken place in traditional customs union theory.As one type of regional integration, in such multilateral trading system, customs unionalso has its mature legal definition and its own characteristics. In the process of forminga customs union, member states will choose to participate in a customs unionrespectively in different ways according to their own economic and political interests;therefore variety types of customs unions have been produced.In this paper, the author used methods of empirical research and theoreticalanalysis, taking the regional economic integration of Russia, Kazakhstan and Belarus asthe research object, analyzed the background, the reason and the significance of theestablishment of the customs union in the process of integration as well as the economicintegration among member countries in this district. On the basis of the customs unionagreement, this paper analyzed the customs union organization, the customs regulationsand non-tariff measures, etc. And then analyzed the opportunities and challenges ourChina may meet in the process of Russia, Belarus and Kazakhstan economicalunification from macroscopic perspectives. By using the successful experience in EUfor reference, this paper attends to provide some suggestions on how to cope with theregional integration and how to deal with the customs union trade relations, especiallyprovide more proposals in promoting the growth of external trade in Xinjiang district.
