African National Congress (ANC) continued20-year governing of South Africa since1994, which brings the country a rapid growth. The new South Africa having got rid of the apartheid rule of the white becomes one of the most important countries in Africa, as well as a leader in many areas. On the date of April22nd in2009, Zuma elected a new President in South Africa successfully. During his term, he guided South Africa a further development by hosting the World Cup in2010and joining in the BRIC countries cooperation mechanism. As a result, the international status of South Africa has reached a new height.Besides his positive impacts, President Zuma is a controversial political figure for the South Africa under his leadership still exits many problems and challenges. As the term is about to expire, will Zuma be the next president in the election in2014? How should we evaluate his character and his governance objectively? Such issues that arouse extensive attention throughout the world highlight both academic and social significances of this research. In China, Zuma’s treatises are very limited and the research of him remains to be systematized and deepen. This paper consists of fout parts which contains President Zuma’s governance ideas of conducting the country’s domestic and foreign affairs. The first part focuses on Zuma’s political career. Since1994, ANC has won the leadership of the governing party overwhelmingly in all four elections. As the country’s supreme leader, Zuma proposed political thoughts and policy decisions which had important implications on the fate of not only South Africa but the whole Africa. The first chapter mainly explores the development of Zuma’s early experience and political process by dissecting three stages including germination, growth and evolution. Thus the South African politics today and the historical roots of political decisions made behind are all clear. The second part covers the second and the third chapters which mainly study Zuma’s political maturity involving how he became the new president of South Africa, how he fulfilled his obligations and responsibilities as a presidert, and how he managed the domestic and foreign affairs of this country. Because Zuma advocates Polygamy and has suspected rape and corruption case, there are many censures pointed to him. However, the fact that such a politician that twined an endless stream of negative news was finally elected to the supreme leader of South Africa is not a miracle. In this systematic research, there reflects many reasonable causes to explain why Zuma could obtain the presidency. After bearing the40-year political stress, Zuma could apply his political thoughts and the idea of governance in wide range of fields. So the third chapter demonstrates how Zuma managed South Africa’s internal affairs and dealt with external relations. The forth chapter mainly analyzes the component of Zuma’s governance idea--People First. Produced under the background that apartheid was abolished in South Africa, the idea has two fundamental characteristics, namely no racism and non-sexism, so that every South African citizen is respected. After integrating into the rules of South African Constitution, the idea also becomes the root of policy formulation, for both of which treat the citizens as a central element. The fifth chapter presents all achievements in various fields under Zuma’s administration and the problems which still exist today in South Africa. The conclusion is the evaluation on Zuma’s performance when he disposed domestic and foreign affairs and on the characteristics of his governance idea, as well as the outlook of the2014South African election about Zuma’s reappointment and the general benefit that South African people get from his governance ideas. In summary, the core of this paper is to give a systematic research about President Zuma’s governance ideas on conducting South Africa’s domestic and foreign affairs, by which there takes a shape of South African regime led by ANC, and makes certain of contemporary political trends in South Africa.
