Comprehensive Evaluation Of The Effect Of The Later Stage Supporting Policy To The Reservoir Resettlements

Since the promulgation of the later stage supporting Policy in the large andmedium-sized reservoir resettlements, the first five-year plan has been basically completed.Second five-year plan is being implemented, while the work of monitoring and evaluation tothe latter support has gradually expanded. Currently, the monitoring and evaluation to thelatter support is still not formed to the standardized and unified evaluation system, themonitoring and evaluation lack a unity and specification standard to measure the later supporteffect, it is difficult to make a comprehensive evaluation to quantify the effect. Therefore, weneed an in-depth research for the comprehensive evaluation of the latter support effect, andactively explore a scientific, objective, and accurate method for the evaluation system.Based on the monitoring and evaluation of reservoir resettlement, combined with themonitoring and evaluation work practice in various provinces and cities, this paper makes anin-depth study, proposes the comprehensive evaluation index system, introduces Twocomprehensive evaluation methods, establish two comprehensive evaluation models, andspecially explains the evaluation step by the specific examples, evaluation results higherdegree of matching with the actual situation, to verify the feasibility of the two evaluationmethods. Meanwhile, deeply analyzes the two evaluation models by the two aspects ofevaluation method and evaluation results, we can make the result of set pair analysis methodis more than Grey Clustering Evaluation Based Whiten Function conclusions.The above research can provide rationalization proposals for how to improve the livingstandard of the Resettlements, while providing a basis for the latter support policy decision.
