A Research On Problems Of Citizen Participation In Rural Community Governance

In the Process of urbanization and modernization, the new rural construction is an essential part, in which the rural community construction is a new development model. In terms of geography, rural communities adjacent to the city and they are affected by the city’s advanced economic, political, social and other aspects,so that its internal affairs become increasingly complex and citizen participation is involved. From political perspective, the progress and development of political democracy in a country is largely depended on citizen participation, and it is also the progress of political civilization. Thanks to the reform and opening up policy, the political and economic develop rapidly, and the rural community construction becomes increasingly mature, which provides a broad platform and space for the citizen participation in rural community governance.This paper is based on the study of the scholars at home and abroad, draws lessons from the citizen participation theory and governance theory, chooses JZ community as the object of investigation, and make a survey on the current situation of citizen participation in community governance. First of all, this paper defines the relevant concepts of the rural community governance, and thinks the basic positioning of rural community is administrative village, in which community residents take activities. Through a certain relationship and some feelings rural community residents stay together and become a social community. This paper puts forward the significance and necessity of citizen participation in rural community governance, expounds and classifies the content of the participation. Second, this article obtains the situation of citizen participation from the investigation object-JZ community, and the conclusion is based on the investigation of citizen participation in public affairs. Again, after describing the status of citizen participation in JZ community governance, this part analyses and makes a conclusion of the existing problems and reasons. This paper thinks the main problems of Citizen participation in rural community governance problems can be described as follows:the enthusiasm for citizen participation is low, the system and channel for citizen participation is not sound, the citizen participation content is limited, the efficiency of citizen participation in community governance is not obvious. The problems are caused by these factors:the consciousness of community citizens’participation is not strong, the implementation of the rural community autonomy system is not reached the designated position, the education level is not enough, the effective measures to encourage citizens to participate in community management are staying lacked, in terms of community affairs community residents keep a conservative mentality. Finally, this paper puts forward some relevant countermeasures for he problems and reasons of citizen participation in rural community governance, for example, we should perfect the related system of citizen participation in rural community governance, broaden the channels of citizen participation in community affairs, improve willingness and ability of citizen participation in the rural community, and improve the incentive measures of citizen participation in public affairs.Citizen participation in rural community governance is a hot problem in the China’s political life, this paper takes it as the main line, analyzes the problems of citizen participation in community from the aspects such as system, environment, subject,and puts forward the relevant countermeasures and suggestions on the basis of deep analysis,which are significant to promote and innovate the system of citizen participation in rural community and to improve the participation channels.It is beneficial to promote the development of political civilization in our country, including practical significance and theoretical significance.
