Theory On The Logic Of Chinese Irrational Network Interest Expression Behavior

The main characteristic of contemporary democracy is extensive political participation. And citizen dointerest expression under the law is an important form of political participation. With the network erabackground, there are increasing interest expression activities based on the interconnection network, whichhas been regarded as an effective complement of traditional political participation. Public opinion and thegovernment pay attention to this phenomenon and a voice among democratic network advocates claims thatthe network way of interest expression should be institutionalized, in order to realize the interest expressionand political participation of citizens by using network’s anonymity and immediacy, and to maintainpolitical stability. People effectively participate in the government process and then come into aparticipatory democracy. This paper is based on the background above and do a feasibility study oninstitutionalizing network interest expression. With a widespread irrational network interest expressionbehavior result, this paper try to find the reasons by a method of deduction, to analyze the logic relationbetween cause and result and to sort out the logical path of irrational network expression. According tothis paper, there exists extensive irrational network interest expression activities include networkcomplaint, network defamation, internet rumor-releasing and network behavior-following, which exhibitcharacteristics as polarization, short-term and contagion. And this due to the comprehensive effect ofmultiple causes. These causes are as following: Considering the subject aspect, the general characteristic ofChinese netizen includes irrational elements such as low income, low age and low educational level.Considering the environment aspect, the modern society as the social background manifests both secularityand utility. The internet environment as the space environment is both public domain and private domain, itis also a space with both virtual and real features. The environment above is a hotbed of non rationalbehavior. Considering the action inducement, the direct reasons account for specific irrational behaviorsincludes psychological factor, motivate factor, objective factor and form factor. The comprehensive effectof multiple inducements above leads to an irrational network interest expression. Seen from the results, anirrational network interest expression can be an effective expression and an invalid expression, or acriminal behavior against the law. It also can be an active behavior of a netizen, or a passive irrational behavior base on selection of non willpower. From the analysis, the irrational network interest expressionbehaviors has a variety of reasons and fluid forms, and comprehensively manifests a characteristic ofunpredictable, uncontrolled and inevitable. Network expression will continuously be interferenced if theirrational element cannot be eliminated, and thus there is a dilemma in the process of institutionalization ofnetwork interest expression that it seems probable.
