China-U.S. relation is one of the most important bilateral relations in the world today, and the United States is the biggest external factor influencing the rise of the Chinese nation. Today’s Sino-American relation is very complicated. From the realistic point of view, the protruding characteristic between the United States and China lies in the structural contradictions and conflicts within national interests, etc. After the Second World War, the United States has been maintaining its dominance in the world and its global hegemony as its core national interests. After opening to the world, China’s rejuvenation is an inevitable trend. With the rise of China, her influence in the world is bound to expand. Although China has no intention of challenging U.S. dominance in the world, her expanding global influence will inevitably cause the American dominance in the world instable. Coupled with the international community anarchy resulted in a lack of mutual trust between China and the United States, making the contradictions between China and the United States more characteristic today. Facing the complication of international situation under new circumstances, how to strengthen mutual trust and benefit, cooperation and all-round win, construct a new-pattern power relation between China and the United States is presented before the statesmen of the two nations.Structurally this paper is mainly divided into three parts. Among which the first part is the first chapter, an introduction, including the meaning of selecting such a theme, the review of current research quo, writing ideas and research methods. The second part is the body of the paper, including Chapters Two, Three, Four and Five. The last part is a conclusion.From the angle of history, Chapter two is based on "Thucydides’ Trap" concluded from the Peloponnesian War by the ancient Greek historians to see the relationship between China and the United States, an emerging power and an established power. Because the United States has been lack in trust to the rising China, thinking that China’s rise is inevitable as the old western powers to carry out the policies of foreign expansion, taking initiative, destructive behaviors to challenge America’s global supremacy, the structural contradiction between China and the United States is thus formed. Structural contradictions, however, just means there exists difficulty to solve them, not simply cannot solve. China and the United States must go out of the so-called war fatalism by realist John J. Mearsheimer. A new type of power relations can be constructed between China and the United States by joint effort.Chapter three puts emphasis on the necessities and realities of constructing new pattern power relations between China and the United States. Taking a panoramic view of history, we find that harmony benefits both and struggle injuries all. Under new circumstances, building a new type of cooperative and win-win power relationship between China and the United States is not only necessary but also possible. Firstly, the reason is that the world today is more and more globalized, and countries all over the world due to increasingly connection with each other are becoming deep interdependent, which makes any country’s development and the implementation of national security can neglect the cooperation with other countries; Secondly, due to globalization, the various kinds of non-traditional securities in the world today have become important factors affecting international peace, security, and national interests of any country; Thirdly, the positions of China and the United States in the world, their influence and nuclear power characteristics also determine that China and the United States must go beyond history, and construct a new-pattern, collaborative power relationship.The fourth chapter mainly analyzes the dual character of the American policy toward China. National interest is the starting point of any country’s foreign policy, and American policy toward China is also constructed on the basis of her understanding of self national interests. The United States not only to maintain its global dominance, but to face-to face the inevitable trend of China’s rise which cause many of America’s policy toward China are showing strong containment. Yet, on the other hand, because of the complexity of the national interests and the change of the international community, the United States needs China to cooperate. Therefore, American policy toward China has obvious dual character:containment and cooperation.Chapter five mainly probes into the paths to construct new-pattern power relations between China and the United States. Based on realistic reasons, the United States exercises containment strategy to China. At the same time, it has to cooperate with China, which makes possible the construction of a "no conflict, no fighting, mutual respect, cooperation and win-win" new relations between big powers. To realize this end, China and the United States must take all necessary measures:including to strengthen people-to-people interaction, to feed up a social atmosphere of mutual trust, mutual affection between the folks of the two countries, especially the leading elites must set up the concept of friendly cooperation between the two countries, building up a cooperation of new-pattern power relations in the field of concept. In reality, both countries have their own national interests. While constructing one’s own national interest, any country must respect the principles of international laws and international norms. The United States must respect China’s legal rights through the arduous struggle to realize her national rejuvenation and national rise, respect China’s territorial integrity and national unity as her core national interests. Equally, China should also respond to the appeals of the core national interests of the United States. As long as the two sides make efforts, China and the United States will be able to overcome difficulties, and construct a new-type cooperative power relationship.In conclusion, this paper believes that China and the United States must fully realize the importance of Sino-U.S. relation to both and to the world today. As long as we share consensus in concepts and actions, we are surely able to build up a new-type power relation of "no conflict, no confrontation, mutual respect, win-win cooperation", through which getting rid of inevitable conflict fatalism between the rising new power and the established power in history.
