Research On The Personalized Vocational Rehabilitation Services For Disabled Person

This article will research on the personalized vocational rehabilitation services for persons with disabilities.By analyzing the personalized vocational rehabilitation service for Disabled person in developed countries and Hong Kong and Taiwan regions, then combined with Sichuan Province’s personalized services for the disabled, and to provide policy recommendations for the personalized vocational rehabilitation service for the disabled person.Due to lack of physical function, people with disabilities in the life and work are facing many difficulties, they are cared for by their families, but it also needs the government and the community to provide better public services. Establishing and improving the public service system for people with disabilities, not only help to improve the ability of people with disabilities to live independently, but also help them to equal participation in society and achieve social return.Vocational rehabilitation is a key way to promote disabled person return to society and to equal participation in society.Vocational rehabilitation as an important part of the rehabilitation of persons with disabilities, which includes five steps such as vocational assessment,vocational training,vocational guidance, employment agencies and employment, and its purpose is to help people with disabilities regain jobs, integration and participation in social life, and realize self-value. In order to fully reflect the equal human rights of persons with disabilities, and to protect people with disabilities equal participation in social life, the countries of the vocational rehabilitation of persons with disabilities have been the cause of widespread concern.In Western countries and Hong Kong and Taiwan regions, vocational rehabilitation of persons with disabilities start early, high level of development, outstanding personalized service, which effectively help people with disabilities in employment, and provided valuable experience for the development of inland’s vocational rehabilitation for persons with disabilities. In this context, the paper will from the following five chapters to study personalized vocational rehabilitation services for persons with disabilities.The first chapter mainly explains the research background, purpose and meaning, literature review and comments, content and framework, and research methods used in this paper.The second section will explain the concept of vocational rehabilitation of persons with disabilities and content, and to analyze the emergence and development of vocational rehabilitation. The earliest vocational rehabilitation of persons with disabilities can be traced back to the first half of the19th century, appears by individuals and charitable organizations to provide education, health and vocational skills training and other services for people with disabilities in the American folk. After World War I, in order to solve a large number of disabled soldiers of the unemployment problem, the U.S. government established the first vocational rehabilitation system to provide vocational training and jobs for disabled soldiers.Later, the United Kingdom, Germany, Japan, Australia, Canada and other countries have taken similar measures,these forms of employment showing a "protective" features.1960s, awareness of human and civil rights of people with disabilities to be awakened.Under this influence, the Western countries disability policy from the past negative "care and assistance",gradually transformed into a positive guarantee equal opportunities and rights of the disabled in terms of rehabilitation, education, employment, public services, etc., through the enactment of the disabled law, improve vocational rehabilitation system and the allocation of resources and other ways to promote the development of vocational rehabilitation of persons with disabilities.The third section will focus on the analysis of vocational rehabilitation services personalized with disabilities outside the region.With economic development and human rights awareness, Britain, United States, Austria, Japan and other major developed countries have introduced a variety of disability policies and laws, stressed that the Government and the community has a responsibility to provide rehabilitation services and job training for people with disabilities, so that employment rights of persons with disabilities have access to and the right to a healthy life like a normal person. Due to differences in the level of economic development and social ideology, these countries vocational rehabilitation services for persons with disabilities has its own individual characteristics.This paper will analyze personalized vocational rehabilitation services for Disabled in these areas, summarize their successful experience to provide a reference for the development of vocational rehabilitation in China Mainland.The fourth section of the article will study the personalized service for Disabled in Sichuan Province.In2005,Chengdu Federation of the Disabled pioneered personalized service model for people with disabilities. To implement "tailored" development programs or aid programs, through the "household survey,to develop programs,organization and implementation,supervision and inspection" and implementation of the "government-led, department heads, CDPF coordination, community participation, rural contractors" working mechanism to provide services for the disabled. Under the joint efforts of all levels of the CDPF, Chengdu "tailored" service plan has made significant achievements, received wide acclaim, and in2011to promote open fully in Sichuan province.Disabled "tailor" personalized service is an exploratory work, no experience to draw on. Although we have achieved good results in practice, but still there are some problems, some work needs to be improved.Thus, in the fifth chapter of this paper, in order to promote the development of personalized vocational rehabilitation for disabilities, according to field research in Sichuan Province, combined with the advanced experience of foreign developed areas made in personalized vocational rehabilitation services for persons with disabilities,put forward a number of policy suggestions to promote the development of personalized vocational rehabilitation services for persons with disabilities. The author hope these policy suggestions can provide guidance for our personalized vocational rehabilitation services for persons with disabilities, thus scientifically and effectively improve the rehabilitation and employment of persons with disabilities, and let them to better integrate into society.Vocational rehabilitation of persons with disabilities is a long and tortuous process of development.In the process of providing personalized service, we may encounter a lot of problems, and will face many development bottlenecks.In this case, not only the needs of disabled service organizations innovative service model, but also needs the support of government and society to understand and care.
