In recent years, in order to meet the change and development of the society andeconomy, the government insists to make administrative reform unceasingly and theadministrative philosophy has improved, the functions of the government is in constantchange. The E-government has become the indispensable important part of thegovernment’s work and it is being used by the government to provide quick andconvenient service for the public who can get the needed service though the governmentweb portals. Under such circumstances, e-government, which is a new model ofgovernmental administration came into being. But in the process of e-governmentconstruction, the construction of grassroots community is being ignored, the e-governmentconstruction on urban community needed to be developed, which affecting the overalllevel of e-government construction. So our government should step up to thee-government construction on urban community, in the process of that, we shouldestablish the service idea of "take the public as the center", take "the public is satisfied"serves as the guidance, and to work around the public demand. The performance level ofe-government is evaluated by the public. Based on this, from the public point of view, thisresearch leads to an evaluation study on urban community e-government and builds thepublic satisfaction index model. The research content of this article mainly manifested inthe following three aspects:First of all, based on the customer satisfaction of urban community e-government,this paper expounds the research background, purpose and significance of the paper, andthen analysis the domestic and foreign research on urban community e-government todetermine the research framework of this article. On the basis of related literature, thestudy defines the connotation, builds the theoretical framework of urban communitye-government from aspects of characteristics, service platform, service object and content.Through the introduction of the theory of customer satisfaction, it analysis the connotation,formation mechanism of customer satisfaction for urban community e-government andthe theoretical basis is established.Secondly, through analyzing and comparing the classic satisfaction index model, weget the inspiration of model construction. Combining with the current situation of the dev-elopment of city community e-government, the paper reasonably chooses the variables related to evaluating the public satisfaction of city community e-government, assumes the rel ationship among the latent variables, constructs a public satisfaction index model of city community e-government, and analyses it.Finally, the paper make the empirical study of customer satisfaction of urbancommunity e-government. Making Wangyuehu Street Agency Portal as the research object,we investigated and collected data from three communities of Wangyuehu Street agency,Yuelu District, Changsha. It verifies the validity of customer satisfaction index model ofurban community e-government based on the related software. And according to theempirical results, we put forward some targeted suggestions for e-governmentconstruction in urban community.
