Coal Resource-based Rural Areas Farmers’ Interests

China is a large agricultural country which has a lot of farmers, so farmer is always an important issue in China’s revolution and development. The key to solving farmers’problems lies in the full realization of farmers’ interests. It can be said that the achievement of farmers’interests has become a prerequisite for realization of China’s modernization. Since the reform and opening up, China’s economy grows rapidly. Now China’s total economic output has ranked second in the world, and people’s life has been greatly improved. But in comparison with the urban people, farmers who accounts for the majority of our population less share the fruits of economic development. Farmers’interests have not been adequately protected. Especially for the farmers in rural areas that have abundant coal resources, their interests’ realization becomes even more severe. Because of the multiple effects of coal mining on society, such as environment and economy, the interests of farmers in coal resource-based rural areas are closely related to the coal economic development. Farmers require not only to take advantages from the construction of new countryside and development of urbanization, but also to share the interests from resource development. In recent years, there are a lot of disputes occurred in coal resource-based rural areas, which are caused by the development of coal resources, such as environmental pollution, land resettlement and resource income. These problems not only affect the stability of rural society, but also affect the sustainable development of rural areas as well as the individual farmers. Especially in the current, resource economic transformation and harmonious society building are the requirements of China’s development; resource-based rural farmers’ interests become more important.Therefore, based on the theory of Marx’s interest, the paper takes Shanxi coal resource-based rural areas as study objects, analyzes the interests of farmers under resource development and the causes of damage to the interests of fanners, and then combined with China’s actual situation, proposes measures to protect the coal resource-based rural farmers’ interests. This paper consists of four parts. In the first part, the paper analyzes the connotation of interest theory, and defines the relevant concepts in the paper. The paper divides the interests of farmers into four parts; they are economic, political, cultural and ecological interests. In the second part, the author analyzes the situation of Shanxi resource-based rural farmers’ interests. In this part, the author firstly introduces the situation and policy background of Shanxi coal resource development, then analyzes the interest relationship that farmers in, and analyzes the features of farmers’ interests from the aspects of ecological, economic, political and cultural respectively. We can see that resource development has brought many benefits to fanners, but also inevitably harmed the interests of farmers. In the third part, from the individual internal factors and external systems, the paper approaches the specific reasons of damage to the farmers’ interests. In the last part, the author puts forward countermeasures for the protection of coal resource-based rural farmers’interests.
