Up to now, as global economy has developed with a high speed, public issues aregradually emerging in international and domestic environment. Furthermore, public issueshave aroused interest of scholars, and has a great effect on individual exist and development.In recent years, the study of public issues has taken place in the aspects of philosophy,science of public management and sociology. Among these, the study on governmentpublicity has become a heated topic.Scholars raised their different views from different aspects on the public issues. Thereis a public goods theory which used as conditions to achieve publicity, and a theory to meetthe public needs arising from the doctrine of public needs, and also existing public affairsdoctrine and the doctrine of the public domain. Some of these theories can be realized as acommon carrier, as the realization of the publicity of some external conditions, as the rootcause of the public nature of the problem, but rarely explain and illustrate. In the study ofthese ideas, scholars are inclined to discuss this issue on the basis of western philosophytheory, seldom has studied the public ideas given by Marx and Engels.By consulting literature about Marx and Engels’ public ideas, it can be concluded thatalthough Marx and Engels did not directly discourse their idea of publicity, their discussionon publicity, which has covered different aspects of public interests, public products, publicpower and free individual combo, can be found from different books, which fully reflectsthe rich connotation of the publicity ideas of Marx and Engels. Marx started from "realpeople", generally discussed the natural world, people, society and the interaction betweenthem. Clearly illustrates the power of public issues, benefits and practical activities. EvenMarx’s critical interpretation of equality, democracy and freedom concepts, can be foundrelevant statements on the public issues. Marx’s description of the future society–thoughtof "free individual combo," further indicates that the attitude of Marx and Engels on publicissues. On the basis of these discourse, it is believable that Marx’ idea of publicity doesexist and occupies a major position in Marxism.In Marx’s opinion, the public issues exist not only in the political sphere, the socialsphere and cultural fields, but also in the economic sphere. And the public issues in theeconomy field occupy a more fundamental position. Economic issues in the field of publicsociety lies in the public and social conditions of production capacity. This not only doesnot exclude the publicity of private interests, but also is the basic guarantee of realizingreasonable private interests. According to Marx, publicity, which originates from humanbeing’s sociality and reflects the relations between human beings, nature and society,belongs to the state of "gattungswesen". From the view of human existence, publicity carries all kinds of maintenance which is taken by human community in public life andpublic order. On the other hand, from the view of activity range of human beings, publicityshows the pursuit of public interest and public value which is completely different withpersonal and family life. From the relationship between human beings and nature, publicitymeans multiple co-existences between human beings and nature; also, it means humanbeing’s public ownership, public use and public share of public objects."Practice is the solecriterion for testing truth". Marx and Engels’ idea of publicity was provided into practice.They came up with the idea of representation when they constructed Paris Commune. Theiridea of "public servant theory","general election","remove system" and "cheapgovernment" laterally admitted and proved all the public features possessed by agovernment. Marx’s idea of "citizen-standard" and "mass viewpoint" fit with Chinesegovernment’s orientation of service.Therefore, we have reason to believe that the building of service-oriented governmentcouldn’t separate from the guidance of Marxist theory, couldn’t put aside the thought ofpublicity of Marx and Engels which have a significant impact on the Chinese governmentmanagement model. The thought of publicity of Marx and Engels, especially in relation tothe government’s public features in terms of proposed government public, public functions,public administration, public goods supply distribution and other ideas, have provided witha theoretical basis of the service-government’s construction. So, the study of Marx andEngels’ idea of publicity can accelerate transformations of government functions andconstruction of service government. Furthermore, it can deepen reform system, promotenational govern system and provide positive reference to modernize government’s capacity.
