In recent years, with a new stage of economic and social development, it is required new advancement of works of consumer rights and interests protection in Hangzhou due to constructions of quality life and civilization. At the same time, with the improving of the consumer ego to protect consciousness and the emerging of new consumption patterns, such as online shopping, consumptive disputes present a rising number, thus consumer rights and interests protection will face huge challenges.Consumer rights and interests protection in Hangzhou is mainly carried out by the administrative department of for industry and commerce which faces problems such as insufficient supervision power, single regulatory and so on. It has been difficult to achieve the effective protection on administrative level. In order to promote protection work, it is necessary to build a new consumer rights and interests protection mechanism. One of the useful explorations is to launch social forces to participate in consumer rights protection work. The participation of social forces will achieve the consumer rights and interests from society side, and then solve the imperative problems of consumer protection through a co-called "dual-track" method adding the government side.Based on the related theory of public management, this dissertation adopts various ways to study, such as data collection, questionnaire survey, field interviews, etc. There are four major social forces to take part in the protection of consumer rights and interests in Hangzhou, including every level of consumer rights and interests protection committees, industry associations, media and consumers per se. Nowadays the four kinds of social forces obtain more strengths in consumer rights and interests protection in the following aspects:the "profession" of knowledge and law, the magnitude of safeguard and the influence of society. Although it has certain development, the overall still faces many problems, such as weakness in self strength, unsoundness in organization and superficialness in supervision level. Moreover, they also cannot fully play their own roles. The reasons are mainly the lacks of thorough legal system, social power consumer protection consciousness and social forces to participate in consumer rights and interests protection mechanism, etc. Social forces to participate in the consumer rights and interests protection is a systematic project. First of all, it is asked to elevate the work to the government level, playing a governmental leading role, therefore, all tasks will be guaranteed an effective implementation. Second, the construction of four social forces must be strengthened. Consumer rights and interests protection committees should clarify relationship and responsibility with the administrative department of industry and commerce on the basis of perfect institutional construction, expand professional power and promote the construction of digital information. Industry associations should perfect the regulations and guidelines, such as issuing a consumer rights and interests protection mechanism of the industry to enforce the business integrity. The media should constantly learn professional knowledge and improve the quality of consumer category press. Consumers who live on lawsuits of fraud behavior may need to be regulated through a recording system. Obviously, in order to fully play their own roles, consumer rights and interests protection committees, industry association, media and consumers should be unified to construct a complete protection mechanism. This dissertation will discuss the effective roles of four social forces in three time horizons, ex-ante, intermediate, ex-post, respectively. As a core role, consumer rights and interests protection committees bear propaganda and education, consumer rights protection and other main tasks. The industry associations are responsible for supervising enterprise self-discipline and play a beforehand role. The media are mainly responsible for monitoring and exposing and play a supervision role through public opinions. Consumers play a key role to monitor enterprise behaves from the end and offer clues to other social forces. Finally, there will be a completed social protection mechanism to protect consumer rights and interests better and more legitimately, under the combination of four social forces.
