As we all know, there will be a phenomenon of the business cycle in various kinds of professional markets at home and abroad when these markets develop to a certain extent, the same as Yuyao China Plastics City. Started as a Plastics Street in the1980s, Yuyao China Plastics City has experienced ups and downs in the past30Years of Reform and Opening Up. It boosted the whole regional economy of Yuyao, and took measures to enhance the transparency of plastics price, yet experienced profits reduction, closure of many plastics shops and great reduction on the number of visitors in annual China Plastics Expo. So to make China Plastics City achieve the transformation and upgrade in the environment of development bottleneck, the government functions can not be ignored. Based on the recent research of the professional markets, this thesis selects China Plastics City as a case to research. Firstly, the thesis reviews the history and development of China Plastics City. Secondly, taking the role of government into consideration, the thesis analyzes the phenomenon and reasons of local government’s absence and offside in the transformation of China Plastics City. Finally, by combining the total requirements for functional transformation of government in Third Plenary Session of the18th CPC Central Committee, the author suggests that local government should insist on the Scientific Development and avoid the phenomenon of government’s absence and offside. In the transformation of China Plastics City, the local government should play its functional roles in planning, guiding, managing, servicing, coordinating, innovating and so on, to avoid detours in the transformation of China Plastics City and achieve sound and rapid development.
