Guiding undergraduate to get a job in countryside,boosting the new constructionof socialist countryside,is the strategic decision made by the party and the governmentbased on the entire circumstances of rural development."Hiring the graduates to servethe village" policy has been developed into the movement of "down to thecountryside" in the new era from2008.In the fast developing of the new ruralconstruction in all parts of China,this policy for carrying out scientific outlook ondevelopment,promoting the new construction of socialist countryside,cultivating alarge amount of reserve talents who have profound affection to the farmer and thepoor,senting the talents to rural area,solving the problem that the graduates are hard tofind a job,have far-reaching strategic significance.Since the this policy has beenimplemented for six years,hundreds of thousands of graduates that work in the ruralarea are making great contributions with their talent and youth,bring significant socialbenefits which have been gradually approved by all the people around thecountry.Affirming the effectiveness is necessary,but at the same time,some problemsof the policy gradually emerging in the implementation process also deserves ourattention and worth us to study,the representatives are the policy itself in some waysless developed and the problem about village officials’ identity,etc.In order to studyand solve these problems, the author visited Zhongfang county in Hunan Province tostudy the implementation of the policy,by using the related theory of public policyimplementation,to analysis and research related problems from multipledirections,perspectives and dimensions, based on the professional knowledge andauthor’s ponder,the author proposed corresponding countermeasures,such as:toimprove recruitment system about "village official",to perfect the reeducatemechanism,the assessment mechanism,the excitation mechanism and the exitmechanism;change the concept of the target groups and to optimize the environmentabout policy execution.The author hope to through the specific study,to provide somesignificant advices about the policy of "hiring the graduates to serve the village",andfurther to build a long-term mechanism of policy implementation.
