:National institutions, organized by the State authorities or other organizations for social welfare purpose, are generally social service organizations which engaged in education, science, culture, health and other activities by using state-owned assets. Currently, as many problems such as fickleness, low motivation of employees, inefficient management and other issues exist in these institutions, the State Council has issued a series of policies regarding to the institutions reformation. According to the State Department policy, Tianxin District of Changsha conducted a reform of classification on the national institutions during its area and tried to establish a scientific and reasonable performance evaluation system based on the reformation.This article reviewed related theories of performance assessment and classification reform. Drawing on the experience of classification reform of domestic and foreign institutions and combined with the status quo of Tianxin District, We established three types of public welfare institutions performance systems separately on production and operation, administrator and function, and public welfare. Simultaneously, we conducted an empirical analysis on the People’s Hospital of Tianxin District as an example. First we built the performance assessment system in line with the public features of the People’s Hospital of Tianxin District. Then we used AHP to determine the weight of each index, and obtained performance appraisal score by integrating weight of Tianxin District People’s Hospital for years。 In this paper, we concluded a series of experience which not only has practical significance to promote the establishment of Tianxinperformance appraisal system on reforming institutions, but also is a guiding role for the formulation and implementation of performance appraisal program of different categories of public institutions. In addition, this article has some Reference value for those domestic public institutions which are in transition or face reforming to establish performance appraisal system.
