Employment is the people’s means of earning their livelihood. For people with disabilities, the employment is not only a way to achieve self-reliance but also the main way to renturn to society, so that, the employment has always been a priority for the caree of people with disabilities in our country. With the effort and support from the government and community, the employment mode of people with disabilities has became a multi-mode scale from a single centralized employment patterns.However, with impact of the market economy, disabled people are facing some new challenges.From the employment status of people with disabilities, the welfare enterprises are facing bankruptcy because of its backward mode of production can not keep pace with changes in the market; dispersed proportionately employment is also stalled. In more than80million disabled people, only23million of them got jobs,and they also have to face lots of problems,such as:low quality of employment;low-income.On the other hand, the employment service system for people with disabilities is not perfect, mainly in the backward employment information platform construction for persons with disabilities;the construction and development of the disabled employment service agencies are uneven; training content lag behind the market demand; and the services can not meet the diverse requirements. Therefore,under the severe employment situation, the disabled employment service reform is still an important issue.To solve these problems, more social subjects should be needed. Some governments has cooperated with NGOs in providing employment services for people with disabilities. But the cooperation is still in a exploratory stagein in our country. The institution has not be perfect,there are lots of problems in the practice.Based on this,this paper made a research on the NGOs’ involvement in the employment service for Disabled person and attempts to build a sustainable employment service system for Disabled person by improving the process of NGOs’involvement.The full text can be divided into five parts,the main idea of each section are as follows:The first part is an introduction, including the preamble and literature review, the main contents of the preamble is the background of this issue to be discussed and the significance of this research; the literature review includes two levels:the first level is the status of employment of people with disabilities, the second level is a summary of non-governmental organizations to participate in public service.The second part is about the theoretical basis and concepts, by defined two basic concepts-"disability employment service and nongovernmental organization" leads the core of this article-" the NGOs’involvement in the employment service for disabled person". Then separately from the theory of market failure and government failure theory,third-party management theory and management theory to demonstrate the feasibility that nongovernmental organizations participate in employment services for disabled person,to provide a theoretical basis for the nongovernmental organizations’involvement.The third part is the necessity of nongovernmental organizations to participate in employment services for persons with disabilities, mainly from two aspects:the employment difficulties that disabled people encountered and the low efficiency of employment services for people with disabilities.The fourth part is a study that the practice of non-governmental organizations involved in the disabled employment services area. Firstly, traced the polices of disabled employment service system in China; Secondly, by defining the participating subject, participating content and the participation builts the framework of non-governmental organizations involved in the disabled employment services; Thirdly, according to this framework,analyzed some typical cases; Finally, summed up the questions in the practice of nongovernmental organizations involved in the disabled employment services area.In the last part,by learning from the practice of Hong Kong, Taiwan and other overseas regions, made some relevant policy recommendations for the practice of nongovernmental organizations that provide employment services for persons with disabilities in our country with a view to improve the Disabled employment service system.
