The Study On The Failure Of Global Regime Of Refugee Protection

With increasing attention received, the protection of refugee isbecoming the important topic in the International relation field. the coreproblem of the regime is why it will fail sometimes?Based on the Neoliberal Institutionalism, this thesis tries to explorethe question above in two research ways, one of which is the value ofregimes and the other the networking of regimes. Before that, this thesisequals compliance to the validity of regimes and compares two examplesof Rwandese refugees. In the first case, the country of settlement obeys tothe relative rules and relocated the refugees properly. The second,however, forcibly repatriated the refugees regardless of the rules. On theprinciple of seeking differences on the same ground, the thesis found thefundamental difference is whether the country can perceive the value ofregime. The stimulation, including the direct and promising interests playthe most important role in the regime.Given that, this thesis believes that，the lack of unified and effectiveincentives is the reason to the failure of Regimes of Refugee Protection.
