Study On The Applicability On The Entity Of GPA In China

Agreement on Government Procurement (hereinafter referred to asthe “GPA”) is the most important legal document attached to the WorldTrade Organization (hereinafter referred to as the “WTO”) to govern theactivities related to government procurement. GPA aims to offer agovernment procurement market as open as possible to stimulate theactivities related to government procurement conducted through freecompetition.In practice, the government procurement entity of each Party to GPAshall be guaranteed in Appendix I Annexes1-3, which specify the centraland sub-central government entities, as well as other entities respectivelyinstead of strict rules according to GPA. Therefore, the governmentprocurement entities are much different between the Parties.Five offer lists have been submitted to WTO by China since theapplication was first offered officially on28December2007. There aremore than five hundred entities are contained in our latest entity list,except for state-owned enterprises or universities. In addition, severalproblems are still left. It is really a long way to access to the GPA for us.
