Research On Optimizing The Authorities And Procedure Of The Agency For Letters And Calls

In China, letters and calls provides a way to understand the people for ourgovernment，it also provides a platform to express the political rights for our people.Letters and calls has played a positive role in promoting the development of countryand the stability of social, so there is nothing can replace it. In recent years,accompanied by a number of phenomena, such as the amount of letters and calls hasbeen increasing year by year and groups of petitioners incidents have happenedoccasionally. Coupled with the voice of human rights and law is rising day by day. Soletters and calls has become a focus in social life. The reason is that authorities of theagency and procedure for letters and calls are closely related. In today’s society,research on how to optimize and reform the system for letters and calls has become ahot issue. Research on this topic is very essential, this problem has affected thedevelopment of the country, the nerve of national political core, and also the masses’rights, interests and feelings.This dissertation uses a variety of research methods, such as comparativeanalysis method, literature research method, and empirical analysis method and so on. onthe basis of studies on the basic theory of letters and calls, it describes theestablishment and present situation of letters and calls. Then it points out theimplementation and problems. According to problems, it analyzes from theperspective of the system, by analyzing the authorities of the agency and procedurefor letters and calls. By using the examples and the practical work experience, theanalysis is more convincing.This dissertation considers we should pay attention to the reform of letters andcalls. We can research on optimizing the authorities and procedure of the agency forletters and calls, by setting the functions of letters and calls, defining the jurisdictionsof the agency for letters and calls, integrating the agency for letters and calls, clearingthe responsibilities of the agency for letters and calls, optimizing the treatments of thecases, improving coordination mechanism, setting the procedure for letters and call,specifying the program of register, opening the government, improving thesupervision mechanisms, improving the termination mechanisms and accountabilitymechanisms.
