Research On The Participation Of Non-profit Organization Into Social Administration

The research of participation of non-profit organization into social administration is of greattheoretical and practical significance in China. The research is striving to change the currentstatus of the non-profit organization and therefore to improve the efficiency of socialadministration by taking the research of participation of non-profit organization into socialadministration as a breakthrough. The theoretical bases of non-profit organization include civilsociety theory, governance theory, government and market failure, and shit of the governmentfunctions. Based on the efficiency of non-profit organization towards social administration, theresearch is to do a profound study of the current status, fields, approaches and functions of theparticipation of non-profit organization into social administration. The research applies a casestudy of Tianjin Charitable Institution. Through the analysis of specific practices and experienceof Tianjin Charitable Institution in the management of society, it further proves that, under thecurrent background, the government is to foster the independence and activity of the non-profitorganization step by step. Meanwhile, it provides more privileges for the non-profit organization,which ensures a smooth operation of non-profit organization in social administration. At thesame time, some problems are also revealed in the case study of the participation of non-profitorganization into social administration, including some defective laws or regulations, seriouspolitical colors, unclear division of government administration functions, imperfect internalgovernance structure and capital shortage. Through a thorough examination of the existinghistorical reasons, individual reasons and governmental reasons of the participation of non-profitorganization into social administration, this paper brings up several solutions to these problems.We need to expand the cooperation between government and non-profit organization whenimproving the whole legal system of the non-profit organization, to strengthen the building ofinternal governance regulation of non-profit organization, to gathering necessary capitals throughdifferent channels, to reinforce the supervision of non-profit organization and so forth. Chinashould explore an adequate way of the development of non-profit organization which suits forChinese current situation and has Chinese characteristics. It should not only can promote the selfdevelopment of the non-profit organization, but also enhance the participation of non-profitorganization into social administration.
