The Discrimination Of Public Emergencies Related Internet Rumors: A Study Based On Artificial Neural Network

Nowadays, China is in the period of social transition. Because of so muchconflicts of interest and contradictions, the public emergencies occur frequently.They will easily create massive social panic, and bring enormous political influenceand economic losses, thus will present a significant challenge to governmentmanagement. And, more and more people get used to use Internet to make their voicesheard and participate in social activities, so public emergencies and the Internet areinseparable. In the real life, the Internet rumors bring grave damages to the socialsecurity, even can cause public emergencies. We need to crack down Internet rumor socan reduce public emergency,it’s urgent and has important practical significance.Currently, many scholars have done plenty of research about governance andprecaution of Internet rumor. But how to discriminate a Internet rumor may causespublic emergency? And which tool can be used to discriminate it?This paper propose to use Annual Neural Network to discriminate it, and explorewhether we can use ANN as a discriminating tool. There are4parts:In first chapter, we point out now there is no result in discriminating Internetrumors and using ANN in communication area.In second chapter, we state the difficulties of discriminating Internet rumor. Bystudy ing the propagation process of Internet rumor and public emergency and thecharacteristics of Internet rumor that might cause public emergency, we found outthere’re some difficulties to discriminate it.In chapter three, firstly we state ANN can be used in this project. Then weillustrate the principle, modes of ANN, and The Artificial Neural Network has thenonlinear approachable ability, self-adaptive ability and self-learning ability, thesemake the Artificial Neural Network a good tool to discriminate the Internet rumors. But we also illustrate the drawbacks of it. Even it’s more suitable than traditional socialscience statistical tools to discriminate Internet rumor.The final chapter, we use Delphi Method to evaluate the feasibility of this subject.And also analyze the meaning of use ANN in this task.And we got the conclusion that,in theory, ANN is the suitable tool to discriminate whether a Internet rumor will causepublic emergency. But in practice, there is still a long way to go.
