Research On The Housing Expropriation Mode In Harbin Shanty Areas

In the past, the researches on the difficulties of removal and settling onlyfocus on the commercial development behavior, but ignore the pubic-welfareremoval and settling with government leading. Since2008, as the growing of thegovernmental-led housing expropriation and reconstruction, with theincreasingly intense of the forcible demolition incidents, social harmony andstability are badly influenced. On Jan.21,2011, the State Council published theRegulation on the Expropriation of Houses on State-owned Land andCompensation, which makes people with great expectations on it. But in thespecific practices, the administrative demolitions are not abolished, and theviolent causes still exist. This paper will list some violent demolitions casescaused in Harbin shanty areas since2012, analyze from the aspects ofgovernment, the non-profit organizations and residents, and survey the realreasons of these violent incidents.The Harbin city shanty towns housing on the transformation of Harbin city isan important projects that benefit the people.Originally, in order to improve theenvironment, improve the livelihood of the people for the purpose of thegovernment behavior, but draw a large number of group appeals for helpincidents. The good thing is the society widely questioned. The government iscompletely under the control of the shanty towns housing levy mode to bechallenged.In this paper, analysis of problems and causes on the housing expropriationin Harbin shanty areas, the housing expropriation in the urban shanty areas isconsidered as quasi-public goods to research. It will analyze the reasons ofviolent demolitions or extreme obstruction of removal during the housingexpropriation in shanty areas, discuss the transformation of the governmentfunctions, introduce the non-profit organizations and residents committees of theexpropriated houses to attend the houses expropriation and reconstruction, andput forward the new mode of government leading with non-profit organizationsand residents committees of the expropriated houses jointly involved. At last,from the three parties of government, non-profit organizations and residents committees of the expropriated houses, I put forward the implementationstrategies for the new mode.
