Research On Public Institutions’ Reform Problems And Countermeasures In Nangang District, Harbin

At present, Nangang District of Harbin city is in a critical period of furtherimplementing new strategy. The assignments are more difficult than ever, which meansaccelerating development of social undertakings and meeting the needs of citizens’public service in Nangang District. The original public institutions management systemand operational mechanism can’t meet the requirements proposed by the society ondeveloping public service. The country puts forward to promote the separation ofgovernment from affairs, innovate the offering methods of public service and acceleratethe classification reform on public institutions. The paper researches on the followingissues: how to promote the reform on public institutions and elevate level and quality ofthe public service in Nangang District of Harbin city? Therefore this paper has theextremely important theory significance and the practical significance.The paper compared and analyzed the reform complexion of public institutions inNangang District of Harbin city since2004. The author found some problems and thecorresponding causes in the reform, such as the government was not separated fromaffairs, the management system was not perfect, the system of employment contract wasmerely a form, the managements of staffers in public institutions referring on civilservant law couldn’t match with each other, the post setting structure proportion lostpersonalization, performance wage standards and procedures are not clear in the reformof income distribution system. The paper combined the factual complexion of NangangDistrict of Harbin city based on the above issues. The author thinks that the governmentshould classify all the public institutions scientifically, and then differentiate thecomplexions of public institutions assuming administrative functions and productionfunctions. At last the government should consider reforming the juridical personstructure, the personnel system, income distribution system, the arrangement and fiscalpolicies of public institutions engaging in public service.
