Therefore, theworld’s major countries and regions to set the compulsory insurance system for motorvehicle, to rescue accident victims more comprehensive, and set the provision of thesocial assistance fund for the road traffic accidents.To protect human rights of the accident victims, timely rescue accident victims,reflect our Party and our Government’s humanistic care, on October28,2003,Chinaissued the "The People’s Republic of China on Road Traffic Safety Law"(hereinafterreferred to as "Road Traffic Safety Law"), The law clearly stipulates the establishmentof the system of social assistance funds for the road traffic accidents.
